中国近海捕捞渔业油价补助政策调整研究

On the adjustment of oil price subsidy policy of offshore fishing fishery in China

近海捕捞渔业油价补助政策在缓解生产成本攀升方面发挥了重要作用,同时与已有的相关渔业政策执行方面产生了一定的欠协调性。近海捕捞渔业油价补助政策实施后,衍生具有成为渔业行政执法部门的管理工具、激发海洋渔业经济及推动内地农民上船就业等功能;渔业生产经营方面出现了"主动性休渔"和作业方式调整等适应性决策;在调整和完善该政策的趋势下,提出利用技术手段严格确定生产用油量或者分地区制定国内海洋捕捞机动渔船用油量测算标准,并且应考虑结合关注资源养护、调整作业方式、减少温室气体排放、严控商业渔业、配合生产管理及促进转产转业等因素构建综合性补贴系数。

Oil price subsidy policy plays an important role in easing the rising costs of production in offshore fishing fishery, and it also causes certain incompatibility with the existing policies related to fisheries. After the implementation of the diesel oil subsidy policy of offshore fishing fishery, some functions like the enforcement management tools of fishery, stimulating the fishery economy and promoting employ farmers on fishing vessel were derived from the policy; the features of adaptive decision-making of ＂ initiative moratorium＂ and adjustment of fishing methods have changed; in the trend of improving and adjusting the diesel oil subsidy policy, using technical means to strictly determine the oit consumption or drawing up the sub-region fuel consumption estimation standards of fishing diesel was proposed, and a comprehensive subsidy factor should be considered including resource conservation concern, adjustment of fishing method, reducing greenhouse gas emissions, strict control of commercial fisheries, coordinating production and management and promoting job transfer .
