Background,main contents and expected effects of “Management Measures for Fishery Crew of People's Republic of China”

在国际国内新形势下,审视我国渔业船员管理现状,了解渔业船员管理的相关国际公约,研究我国渔业船员管理制度执行中遇到的问题及对策具有重大的现实意义。本文就《中华人民共和国渔业船员管理办法》出台背景、主要内容和预期效果进行了细致的分析,研究认为该办法的实施从一定层面上解决了我们现在面临的渔业船员管理困境,然而新办法与原有规定的对接,渔业船员对办法的接受程度和履行中遇到的困难也不能忽视。同时,在下一阶段我国的渔业船员管理应更加着重于船员结构的调整。

In the new international and domestic situations, it is of great practical significance to master the present situation and the relevant international convention on management of fisheries crew, and to study problems and countermeasures on the enforcement of fishery crew management system in China. The background, main contents and expected effects of ＂ Management Measures for Fishery Crew of People＇s Republic of China＂ were analyzed in the paper. Results showed that the regulation would solve part of problems we faced; however, many other problems arose. The difficulties like docking of the new approach and the existing provisions cannot be ignored. At the same time, the crew structure adjustment should be paid more attention to in the next stage of fishery crew management in China.
