低碳经济思维下产业园区发展的困境与突破——以东莞生态园发展为例

The Predicament and Breakthrough of Industrial Park under the Low-carbon Thinking——A Case Study of Eco-industrial Park in Dongguan

工业园区是工业城市经济发展的重要空间载体。东莞生态园是在低碳经济、循环经济、生态产业的理念指导下建立的新型高端生态产业园区,从2006年筹备发展至今,在发展低碳经济方面成绩显著。但是就全国来说,低碳经济产业园区的建设发展尚处于起步阶段,东莞生态园的发展也面临各项困难,主要问题有管理体制不健全、制度不完善、政策的随意性强;配套服务滞后;缺乏高素质的管理及技术人才;激励机制不足等等。针对这些问题需要从以下方面着手:明确低碳经济的定位;转变经济发展价值观;完善组织体系建设,健全各项制度,阻却政策的随意性;大力引进高素质人才;进行绿色碳金融创新;完善激励机制,科学招商引资等。

Industrial Park is an important space for economic development in the industrial city .Eco‐logical Park in Dongguan is a new high‐end eco‐industrial park guided by the concept of low‐carbon ,cir‐cular and ecology economic .from 2006 ,the Ecological Park have made remarkable achievements .But for the country ,the construction and development of low‐carbon economy industrial park is still in its in‐fancy ,the development of Ecological park in Dongguan is also facing various difficulties ,the main prob‐lem is ：management system is not perfect ,the system is flawed and the policies are arbitrary ;support services is lag ;management and technical talents are lack ;etc .To solve these problems requires ：to clear positioning of low -carbon economy ;to change Changes the values of economic development ;to perfect the organizational system ;to attract talents ;to perfect incentives;to attract better investment ;etc .
