石油输出国组织石油收益分配研究

A Study on Distribution of OPEC Oil Revenues

石油资源富集的中东地区成立的以保持石油市场稳定与繁荣为宗旨的石油输出国组织(OPEC),在协调各国石油政策、控制原油产量和价格、确定世界石油供应、保障石油生产国收益等方面起了重要作用。本文从市场机制与非市场机制方面分析了OPEC的石油收益变动情况,梳理出OPEC支配石油收益的做法主要包括重视投资基础设施建设、成立OPEC国际发展基金、调整能源补贴计划和加大可再生能源开发;OPEC资源型区域进行资源收益分配的经验,包括稳定资源收益来源、建立发展基金、建立产业多元发展的经济格局、投资社会公共福利事业、进行可再生能源开发和重视生态环境污染的治理等。

In order to maintain the stability and prosperity of oil market, OPEC of Oil - rich Middle East was set up to coordinate national oil policy, control crude oil production and price controls, determine the world＇s oil supply, and pro- tect oil production income. The paper analyzed on OPEC oil revenues changes from the aspects of market mechanism and non - market mechanism, and teased out the dominant OPEC oil revenues practices, including paying attention to invest- ment in infrastructure, the establishment of OPEC International Development Fund, the adjustment of energy subsidy pro- grams to increase renewable energy development. OPEC resource - based regions experience on resources revenue distri- bution includes stabilizing source of income resources, establishing development fund, establishing industrial economic structure of diversified development, investing pubhc social welfare, developing renewable energy and paying attention to environmental pollution control.
