作为一种地方政府社会管理的制度创新,社会稳定风险评估制度已经并正在依循风险管控工具、政府治理手段和社会善治机制的变迁路径进行实践和完善。本文力图阐述其面临的结构性善治缺陷,并对其制度演进的挑战与改进路径进行探讨,希冀推动社会稳定风险评估制度从政府单向管制向社会协作善治转变,促进政府权力规范运行。

As a social management innovation of the local government, social stability risk assessment system has been and is to follow the path to practice and perfect, for a tool to control risk, a means of the governance and a social govern- ance mechanism. This paper seeks to elaborate the structural defect of good governance that it faces, and discusses its in- stitutional challenge and improvement path. We hope to promote social stability risk assessment system from a one - way government control to be a collaboration good governance, which can make the government power to have standardized op- eration.
