中国西部高等教育入学机会公平发展研究

Development of Equity Enrollment in Higher Education in the Western Regions of China

西部高等教育入学机会公平问题直接反映和影响西部的社会公平。现阶段,中国西部地区高等教育入学机会在区域经济水平、高校招生计划、录取分数线、高校区域布局等方面与东部地区相比存在较大差距,教育不公问题突出,教育公平发展受限。究其缘由,既有教育政策与管理体制之弊,又有招考制度"城市化"倾向之偏,而区域经济发展水平与家庭经济阶层的影响亦不容忽视。为了促进西部地区高等教育入学机会的公平发展,构建西部优质高等教育资源配置机制是前提;打破招生考试制度瓶颈是关键;完善西部高等教育投资机制是保障;克服高校同质化倾向、彰显西部大学个性与特色是根本。

The western higher education entrance opportunity fairness directly reflects and influences the western social justice.At present stage,there is a big difference between the Eastern part and Western part of China in such aspects as regional economic level,college enrollment plan,admission score line,and colleges and universities regional layout,so far as the higher educational opportunity is concerned.The education inequality arises.As a result,education fairness is impaired.There are several reasons for this including the imperfect education policy and management system, ' urbanization' tendency of enrollment system,economic class differences,regional economic development level and family economic status.In order to promote the development of equal higher educational opportunity,several measures should be made:establishing an excellent higher education resource allocation mechanism in western regions of China;reforming college entrance examination enrollment system;perfecting higher educational investment mechanism;overcoming the homogeneity of colleges and universities to demonstrate the features and characteristics of western universities.
