改革开放以来,在中国共产党的领导下,我国开始走上社会主义法治道路。在这条道路上,经历了从良法到善治的转型过程。在中国特色社会主义法律体系初步建成以后,善治就提到了重要的议事日程上。善治是法治的价值导向,法治是善治的重要特征;党的领导是善治的根本保障;依法治国与以德治国相结合是善治的根本途径。

Since the reform and opening - up, our country has walked onto the road toward socialist rule of law under the leadership of the CPC. Along this road, we have experienced the transition from good law to good gov- ernance. After the law system of socialism with Chinese characteristics is primarily established, good governance has entered into the agenda. Good governance is the value orientation of rule of law, and rule of law is an impor- tant characteristic of good governance. The Party＇ s leadership is the fundamental guarantee for good governance, and the combination of governing by law and governing by virtue is the essential approach to good governance.
