网络社会下中国公共政策议程设置模式的嬗变——以“PM_(2.5)纳入国家空气质量监测与治理体系”为例

互联网技术的迅速普及和深度应用带来中国网络社会的强势崛起,它相当深刻地改变了中国公共政策议程设置模式。这种变化主要表现为在传统的占主流地位的权威动员模式之外,网民触发模式越来越频繁地出现在许多关乎民众福祉和社会发展的政策议程设置中。PM2.5纳入国家空气质量监测与治理体系议程的启动是这一模式的生动写照,它表明网民触发模式具有不同于其他议程设置模式的作用机理,在中国当下的政治社会生态下内含极为明显的民主意蕴,对推动公共政策民主化具有非常现实的作用。

In china,the rapid popularization and dee p applieation of internet technology lead to the arising of cyber society, which has changed very deeply the public policy agenda-setting model. Nowadays, besides traditional dominant mobilization model,the netizens-triggered model has become more and more frequent in the public policy agenda-setting which relates to the people＇s welfare and social development. The case of Pm2.5 included in the national air quality monitoring and governing system is a typical example of netizens-triggered model which shows that it has its own action mechanism embodies obvious democratic characteristics, and plays a realistic role in the democratization of public policy.
