摘要
"一带一路"背景下,要实现互联互通,交通运输行业实际上起着基础和支撑作用,而将陆上丝绸之路和海上丝绸之路有效衔接的交通运输方式——海陆联运的建设与发展,必将成为"一带一路"战略的重要一环。目前,我国海陆联运在建设与发展过程中仍存在诸多问题,如码头基础设施与技术装备落后,海陆运输衔接困难,交通运输能力不足等。因此,应积极发展现代港口物流,规范多式联运市场,继续完善水陆交通网络,加快信息技术应用,完善相关法律法规,为"一带一路"战略的全面实施提供有力保障。
In the light of "One Belt and One Road", the transportation industry should play the fundamental and supporting role in realizing the connectivity: and the construction and development of multi-modal transportation, which links the Overland Silk Road and Maritime Silk Road, will definitely become one of the important links in the strategy of "One Belt and One Road". At present, there are still some problems with the construction and development of multi-modal transportation, such as the lagged behind dock infrastructure and technology and equipment, the difficult linkage in multi-modal transportation, and the insufficient capability of transportation. So, we should develop modem port logistics, standardize the market of multi-modal transportation, improve the water and land transportation network, speed up the application of information technology, perfect related laws and policies, and provide the powerful safeguard for the realization of "One Belt and One Road".
