Practical Route to Promote Ability of Social Participation of Emergency Management

我国应急管理社会参与力无论与西方发达国家相比,还是与缓解现实巨大的应急管理压力的要求相比,都存在很大差距,提高应急管理社会参与力已成为当务之急、时代所需。为此,必须转变治理理念,优化社会参与协同体系;完善社会参与机制,提供政策支持;丰富社会参与经验、创新社会参与方式,提升社会参与技能;健全社会参与的法律法规,实现社会参与法治;发展应急产业,打好社会参与的产业基础;推进应急文化和志愿文化建设,奠定社会参与的文化基础。

The ability of social participation of emergency management in China has greater gap,compared with western countries,as well as the requirement to relieve realistic pressure of emergency management,then it is urgent and necessary to promote it. For this purpose,we must change idea of management and optimize the collaborative system of social participation;complete mechanism of it and provide policy support;enrich experience,innovate way and promote skill of it;perfect laws and regulations,realizing society participating in legal governance;develop emergency production,making good industrial base;and boost construction of emergency culture and voluntary culture,establishing cultural base for social participation.
