百色市交通问题研究

On the Transportation Problems in the City of Baise

百色是大西南出海和通向东南亚的咽喉和枢纽。百色市交通在建设中仍然存在的问题是:基础建设规模总量不足、空间布局有待优化、综合运输网络衔接不畅、运输服务能力和水平有待提高以及支持保障系统有待加强等。上述问题产生的根源在于:资金、空间、政策三个方面。对此,应:搞好规划,同时建立起规划实施的保障机制;强化对交通空间重要性的认识,多手段解决交通用地问题;营造多渠道的投融资环境,建立健全多方位的筹资机制;建立与周边相邻地区的协调机制,保障区内外交通网络的衔接与通畅。

Despite the fact that Baise is the access and key to the Beibu Gulf and southeastern Asian countries,it was troubled＇ with problems in the process of transportation construction,namely,insufficient in- frastructure construction volume,inadequate spatial layout,incohesive integrated transport network,low transport service level and capacity as well as underdeveloped support system. These problems originate from funds, space as well as policies. In order to solve the dilemma,measures must be taken：to insure the plan as well as the related guarantee system for its implementation,to foster the awareness of the importance of transport space and to settle the problem of land for transportation by multiple methods. At the meantime,we should create conditions for multi-channel financing and investment and build up a sound multi-facet financing mechanism,and establish a coordinating mechanism with neighboring regions to insure the cohesion of trans- port links inside and outside Guangxi.
