西部民族地区产业发展与贫困治理研究

Industry Development of the Western Minority Areas and Poverty Governance

本文以我国历时30多年的扶贫开发历程为背景,以产业发展为视角,希望找到产业调整与贫困治理协调发展的路径选择。通过构建我国扶贫开发的三维结构,并基于贫困特征和内蒙古产业发展中的贫困表现进行联合讨论,由此发现,随着产业的发展,西部民族地区出现了增长性贫困,即产业发展与贫困治理出现了严重的不匹配现象,且产业发展在贫困与经济增长之间的关系中具有显著的中介效应,即贫困通过产业结构的不断调整间接影响到经济增长。最后,本文给出了西部民族地区兼顾脱贫的以产业结构调整治理贫困的机制。

The purpose of this paper it to develop the path selection of coordinated development between indus- trial adjustment and poverty governance by building three - dimensional poverty alleviation on the last 30 years pro- eessing of anti - poverty and development, and makes joint discussion based on the characteristics of poverty and poverty performance in the industry development of Inner Mongolia, and then finds that there is a growth poverty in the western minority areas with tion are in a serious mismatch. the development of the industry, namely industrial development and poverty allevia- Meanwhile,industrial development has a significant mediating effect between poverty and economic growth ,that means poverty has indirectly effect on economic growth industrial structure.
