摘要
本文通过构建基本公共服务均等化评价指标体系,运用因子分析法对包括民族地区在内的31个地区的基本公共服务均等化水平进行量化分析。结果表明,在我国基本公共服务均等化整体水平较低的同时,民族地区与其他地区的公共服务水平存在较大差距。基于以上分析,提出了增加财政总量、加大转移支付力度、提高政府服务能力的建议。
In this paper, through the construction of the equalization of basic public service evaluation index system,quantitative analysis of the equalization of basic public service level was performed by using the method of factor analysis to 31 regions including the ethnic minority areas. The result shows that, in the overall level of equali zation of basic public service in China is relatively low, at the same,there is a big gap between the ethnic minority areas and other areas of public service level. Based on the above analysis , this paper suggests to increase the total a- mount of financial,increase transfer payments and improve government service ability.
