摘要
南水北调工程投资巨大,项目偿债政策关系工程运营风险和项目可持续运行。依据南水北调东线一期工程运行初期水价制度,分析南水北调东线山东段项目法人2013-2020年偿债能力情况,认为水价制度不完全满足项目法人偿债要求,至工程达效期2020年山东段项目法人将累积亏损33 839万元,提出了偿债执行政策若干建议。应以公平负担为原则,建立政府性偿债基金、执行水量优惠政策等多渠道偿债执行政策。
The policy on debt redemption of SNWDP has great impacts on its sustainable operation.Based on the water pricing implementation of the first stage of SNWDP eastern line,the debt paying ability of project corporation in SNWDP Shandong main line from 2013 to 2020is analyzed.It shows that the current water pricing policy can not fully meet the demand of debt redemption with apredicted loss of 338.39 million yuan until 2020.Some recommendations are correspondingly developed,such as establishing the government funds and preferential polices on water amount.
