政府公共服务注意力配置与公共财政资源的投入方向选择——基于中部六省政府工作报告(2007～2012年)的文本分析

The Configuration of the Attention of Public Services and the Option of the Investment Directions of Public Financial Resources——A Text Analysis Based on the Government Work Reports of the Six Central Provinces( 2007～2012)

基于有限理性的注意力基础观，选取中部六省为研究样本，通过对2007～2012年的政府工作报告进行自动文本分析，测量历年政府部门对基本公共服务各个方面注意力的高低，将注意力的测量结果与政府历年财政支出的投放方向进行比对并进行回归分析。研究结果表明，政府公共服务注意力配置与公共财政资源投入方向之间呈正相关关系。

Based on the attention-based view of bounded rationality and with the selection of the central six provinces as the research specimens, this paper conducted the automatic text analysis on the government work reports between 2007 and 2012 and measured the extents of the attention of the government institutions during these years on the various aspects of public services, and it also conducted comparisons of the results of the attention measurements and the investment orientations of the financial expenditures during the past years. Results indicated that the attention configuration of government public services and the investment orientation of the public financial resources presented a positive correlation.
