我国合理控制能源消费总量实现途径研究——基于多目标优化视角

合理控制能源消费总量是加快转变经济发展方式,推动经济结构战略化调整的重要内容,其目的是要确保经济的可持续发展。而化石能源过度利用所引发的能源安全、能源资源约束和生态环境恶化问题是当前我国经济社会发展面临的主要矛盾,也是合理控制能源消费总量的主要目标。因此,根据多目标优化的原则,通过确保区域能源供需平衡保障能源安全、提高能源利用效率、实现新能源替代缓解能源资源约束、完善保障机制遏制生态环境恶化,是当前我国实现合理控制能源消费总量的最优选择。

The reasonable control of the total energy consumption plays an important role in speeding up the transformation of the mode of economic development and promoting strategic adjustment of economic structure.Its purpose is to ensure the sustainable development of economy.So the key lies in dealing with the problems of energy safety, energy resources limitation and environmental deterioration resulting from the excessive use of fossil energy. Therefore, starting from the idea of multi-objective optimization, the optimized choice is to combine various meas-ures such as keep the balance of regional energy supplement to solve the energy safety, improve the energy alterna-tives to reduce the resource constraint, and energy establishing a long-term mechanism to ensure the reasonable control of the total energy consumption.
