我国网络问政发展的现实困境与完善路径

网络问政是伴随着互联网发展、科学技术进步、公众参政意识提高出现的一个新概念,是政府问计于民、问需于民、问政于民的新方式,是公民行使公民权利、参政议政的新渠道。网络问政对服务型政府与和谐社会的构建,公民权利的行使与保护,民主政治的发展都起到重要作用。但网络问政在发展过程中出现了公民问政无序化、问政平台形式化等问题。因此,政府应主动发挥引导作用,采取措施解决网络问政困境。公民也应提高参与意识和参政能力,推动网络问政的发展。

Governance through the Internet is a new concept,the emergence of which is accompanied with the development of the Internet,the progress of technology,and the increase of public awareness of political participation. It is a new platform through which the government communicates with citizens regarding their needs and their ideas about governance and also a new channel through which citizens exercise their civil rights and participate in administration and discussion of state affairs. Governance through the Internet is an important development for the construction of a service-oriented government and harmonious society,exercise and protection of civil rights,and democracy. But governance through the Internet may have such problems as disordered participation or being formalistic. The government,on the one hand,should play its guiding role and take measures to solve the problems,and citizens,on the other,should raise their awareness political participation and abilities of taking part.
