摘要
海洋生态文明的建设,日益成为学术界乃至国际社会高度关注的热点。通过从国外典型国家海洋生态文明建设的实践经验出发,对国外典型国家在海洋生态补偿机制侧重点、国际合作方式、污染性排放物治理手段方面进行了深入的国际比较。
The construction of Marine ecological civilization is increasingly becoming a high degree of attention among Academia and the international community .Starting from the experience about the Construction of marine ecological civilization of the typical foreign countries ,Conducted in -depth in‐ternational comparison of the typical foreign countries in such aspects like as the focus in Marine eco‐logical compensation mechanism 、International cooperation mode、means to control polluting emis‐sions .
