丝绸之路新疆段产业发展路径研究——基于碳排放脱钩的视角

The Silk Road in Xinjiang Industry Development Path- based on the Perspective of the Carbon Emission Decoupling

经济增长与碳排放量之间的关系近年来成为了学术界关注的焦点。本文在"丝绸之路经济带"提出的背景下,基于碳排放脱钩的视角,通过构建新疆各产业产值和能源碳排放脱钩模型,从静态和动态两个角度探讨和分析了新疆经济增长与能源消耗碳排放间的脱钩关系及影响程度,在此基础上,通过各产业碳减排重要性和全国产业碳减排重要性的比较,提出了针对丝绸之路新疆段的重点产业碳减排路径和策略。通过研究发现:2008年和2011年,从新疆产业减排的脱钩情形的整体情形来看,强脱钩、弱脱钩和增长连接的状态分别占了新疆产业行业总数的55.26%和60.53%,新疆处在经济发展阶段的工业化初期水平,碳排放约束下新疆重点关注的行业应包括农、林、牧、渔业、石油加工、炼焦及核燃料加工业、电力、热力的生产和供应业等,并针对产业的特性和发展潜力提出相应的措施。

The relationship between economic growth and carbon emissions have become the focus of attention of the academic circles in recent years. This article in the ＂ Silk Road Economic Belt＂ proposed in the context of decoupling, carbon emissions based on the perspective of Xinjiang, through the construction of the industrial output value and energy carbon emissions model, discusses and analyzes Xinjiang＇s economic growth and energy consump- tion and the relationship between the degree of influence of the hook off carbon emissions from two angles of the static and dynamic, based last, by comparing the importance of national industry and industrial carbon emission re- duction of carbon emission reduction of the importance, proposed in view of the Silk Road in Xinjiang key industrial carbon emission reduction path and strategy. Through the study found： in 2008 and 2011, from the overall situation of Xinjiang industry emission reduction situation decoupling point of view, the total number of Xinjiang industry ac- counted for 55.26% and 60.53% strong decoupling, weak decoupling and growth connected state respectively, in the early stage of industrialization of Xinjiang plain water stage of economic development, industry of Xinjiang focus on carbon emissions constraints should include agriculture, forest, animal husbandry, fishery, oil processing, co- king and nuclear fuel processing industry, electricity, heat production and supply industry, and puts forward the corresponding measures according to the characteristics and development potential of the industry.
