首都产业疏解对北京地税收入影响的实证分析

The Research on the Effect of Beijing's Industrial Transfer on the Tax Income of Local Taxation Bureau

根据习近平总书记就推进北京发展和管理工作提出的5点要求,首都的发展要集中在核心功能上,提高发展质量,把一部分首都溢出的、不符合"政治文化、文化中心、国际交往中心、科技创新中心"核心职能的产业尽可能地压缩和疏解到周边。这将直接影响到北京市地税收入的总量和结构。产业疏解将会使北京地税收入增长速度趋缓,加重对房地产业和金融业的依赖,并可能拉大各区县的税收收入差距。

In 2014, President Xi Jinping made 5 demands on Beijing＇ s development work. He said, the core function of Beijing was ＂political center, culture center, international communication center, and science and Tech- nology Innovation Center＂. In order to get further development, Beijing has to transfer its industries which do not conform to its core function. The industrial transfer will has some effect on the income of Beijing Local Taxation Bu- reau. First, it will slow down the growth rate of the tax income. Second, it will make the tax income depend on the development of financial industry and real estate. Third, the income gap of the districts of Beijing will increase.
