The building of civil servants＇occupation personality should be based on the organization and management activities, by using the administrative culture to cultivate the spirit of occupation, applying the organization management to construct the occupa- tion ability, as to act the occupation activities by the administrative value. Only by making the mass civil servants recognize the systems of the administrative organizational management activities in their values could they be produced as values in their minds and could they restrict the civil servants＂ behavior and shape their good vocational personality.
