合芜马区域统筹发展中创新人才共享问题研究

Research on the sharing of innovative talents in the coordinated development in He- Wu- Ma region

安徽行政区划的重大调整,形成了合肥、芜湖、马鞍山三地无缝对接的新格局,为合芜马区域统筹发展提供了一个良好契机,并由此催生了人才特别是创新人才区域内共享的问题。本文在分析行政区划调整后合芜马区域产业发展及人力资源供求变化的基础上,从创新人才共享的必要性和可行性入手,详细研究了合芜马区域创新人才共享在思想观念、客观环境、体制机制等方面的问题,并提出从构建创新人才共享的环境、机制、保障体系三方面来提升人才共享水平的对策建议。

Anhui province＇ s adjustment of its inner administrative regions enables smooth blending of the three regions, namely Ma＇ anshan, Wuhu and Hefei （ abbr. He - Wu - Ma region） and provides a good opportunity for the coordinated economic take - off for He - Wu - Ma, which then gives rise to the problem of regional sha- ring of talents, especially innovative talents. Based on further analysis of regional industrial development and changes of supply and demands in human resources in He - Wu - Ma region after this adjustment, this paper, departing from the necessity and feasibility of sharing of innovative talents, analyzes the possible problems in such aspects as concept, objective environment and institutions and mechanisms, and proposes countermeasures to promote the sharing level of talents from the three aspects of environment, mechanism and supporting systems of constructing innovative talents.
