On Normalization of Mediation in Maintaining Public Security Order

治安调解是公安机关重要的工作内容之一,工作的效果影响着公安机关的公信力和政府权威,也关系着社会治安的和谐稳定。在治安调解的实践工作中,确实存在着调解异化和调解弱化的现象,而规范化是应对的最佳选择。规范化的具体路径包括严控调解范围、遵守调解程序、引入其他社会调解主体、完善调解卷宗、深入开展回访制度这五个方面。

Mediation in maintaining public security order is one of the important tasks of public security organs. The effect of mediation not only influences the public security organs＇ credibility as well as the government＇ authority, but concerns the harmony and stability of public security order. In the practice, as the phenomena of mediation alienation or weakening still exist, the best solution is to normalize the mediation. The specific ways of normalization include five aspects as follows： strictly controlling the mediation scope, complying with mediation procedures, introducing other social mediation bodies, improving mediation file and enforcing an in-depth return visit system.
