京津冀一体化背景下区域卫生资源配置分析

Analyzing the health resource allocation under the background of integrated Beijing-Tianjin-Hebei regions

目的:探讨京津冀卫生资源配置一体化的路径选择,优化区域卫生资源配置。方法:基尼系数和比和数据包络分析。结果:在卫生资源配置公平性方面,京津冀三地总体上处于相对平均状态,其中河北省公平性最佳,天津最差;在卫生资源配置效率方面,配置效率差异较大,河北的配置效率最高,北京最低。结论:对京津冀的卫生发展进行功能定位,通过搬迁、建立分院、托管中小型医院的形式,将优质医疗资源疏解到天津和河北;实施跨区域医师多点执业政策;加快区域内医疗保险的异地流转和结算进程。

Objective To study the pathway to integration of health resource allocation in Beijing-Tianjin-Hebei regions, and optimize the health resource allocation. Methods The methods of Gini coefficient and data envelopment analysis were used. Results The health resource allocation was relatively balance in Beijing,Tianjin and Hebei, in which the best was in Hebei, and the worst in Tianjin. For the efficiency of health resource allocation, the highest was in Hebei, and the lowest was in Beijing. Conclusion The development of health services in Beijing-Tianjin-Hebei regions needs to be functionally oriented. Excellent health resources can be transferred to Tianjin and Hebei by removal, division and trusteeship. And policies of doctors＇ multi-sited license and reform on medical insurances should be improved.
