从市场化趋势看地方炼油企业发展

Research on teapot refineries from the view of marketization

地方炼油企业占我国炼油能力近20%。文章研究分析了地方炼油企业发展现状,及制约其进一步发展的主要瓶颈,从炼油行业市场化经营的视角,剖析了原油进口权放开等市场化趋势对地方炼油企业带来的影响,并据此提出国家政策应加强原油放开监管、推动市场化进程,地方政府做好规划、监督职能,地方炼油企业在上下游畅通的基础上走专业化、精细化发展道路等若干措施建议。

The teapot refineries account for approximately 20% of China＇ s oil refining capacity. To follow the tendency that the national policy is considering to release the crude oil import right for teapot refineries, the current status of these teapot refineries is reviewed. The main bottlenecks restricting their further development, including the shortage of crude oil and narrow distribution channels, are analyzed. The effect of marketization tendency of liberalizing crude oil import right on the teapot refineries is studied. Several measures and suggestions are proposed as follows：strengthening the regulation of crude oil liberalization and promoting marketization process in the aspect of China, performing a functional role of planning and oversight in the aspect of local governments and seeking specialized and refined development path based on the unblocked upstream and downstream in the aspect of teapot refineries.
