摘要
在全面提倡绩效管理和发挥市场作用的社会背景下,绩效评价对于丰富高校评价体系的重要性和迫切性日益凸显。进入新阶段的高校绩效评价研究,必须要完成自身的理论建构与自证:高校具有实施绩效评价的本然要素,绩效评价可以通过结构性的量化方式反映高校办学质量,绩效指标可以综合统计学和教育学等多种方式从高校办学活动中选取出来,绩效评价可以创新多视角的绩效比较来消减边际效应的影响,绩效评价因其指向差异而具有不同的使用边界。随着研究和实践的不断深入,高校绩效评价将获得更大范围的关注、认可和运用。
It is more and more important institutions under the current social background and urgent to implement performance evaluation on higher education in which performance management is proposed to be applied in many fields and market plays an important role. Performance evaluation on higher education institutions has been on a new stage in China, and needs to be explored further in theory. There exists inner rationality of performance evaluation for higher education institutions; the quality of higher education institutions could be reflected through structured quantities; the performance indicators could be clarified with the integration of statistics and pedagogy from the higher education institutions' operation; marginal utility Could be reduced through multi-perspectives to compare the performance of higher education institutions. Last but not the least, there exists application boundary of the performance evaluation due to its different value orientation. It is believed that performance evaluation would be concerned, recognized, and applied more widely with more and further research.
