摘要
镇海炼化为我国炼化企业转型升级探索出了一条路径,总结镇海炼化的发展经验,我国炼油工业的转型升级要重点从几个方面着手:一是根据《石化产业规划布局方案》,建设七大世界级石化基地,实现布局规模化、基地化,解决"多、小、散、乱"问题。二是明确规定新建石化项目必须进行炼化一体化配置,严格控制燃料型炼油项目,鼓励现有燃料型炼厂向燃料-化工型炼化企业转型。三是淘汰或转产500万吨/年以下低效产能、特别是200万吨/年以下落后产能,实施高水平优质产能替代升级。同时根据国家加快油品质量升级要求,加大炼油技术改造力度,优先推进满足国五标准的车用汽柴油质量升级措施。
The Zhenhai Refining and Chemical Company is successfully blazing a path for transforming and upgrading China's refining enterprises. along the following lines: 1) consistently with the 'Planning and Layout Scheme for the Petrochemical Industry' of building seven petrochemical bases, achieving layout scaling, basing, and avoidance of the problems of 'too much, too small, too disperse, and chaotic'; 2) requiring new petrochemical projects to carry out refining integration, strict control of new fuel-type oil refining projects, and encouragement of existing fuel-type oil refineries to convert into petrochemical-type refining enterprises; 3) eliminating or converting inefficient capacity under 5 million tons per year, especially when below 2 million tons per year, thereby deploying high quality production capacity as replacement or upgrade; and 4) more quickly improving oil product quality by improving technology and knowhow especially in raising gasoline and diesel quality to reach the national Phase-V emission standards.
