Between Ideal and Reality: Executive Dominance and Weak Chief Executive in HK

行政主导模式是目前香港特别行政区政治体制的最大特点。本文在梳理行政主导模式确认历程和背后原因的基础上,从历史、法律和政治三个角度对行政主导模式的具体内容和问题进行审视,对行政主导体制下特首沦为弱势的情形和原因做出分析,指出应该坚持并发展行政主导模式,化解行政主导与弱势特首之间的张力,助力解决香港的政治问题。

Executive dominance is the most important characteristic of the political system of Hong Kong Special Administrative Region. This paper reviewed the course and the background of the confirmation of the executive dominance model ; examined the contend and the problems of it from the perspective of history, law and politic ; analyzed the status and the cause of the weak Chief Executive ; pointed out that it was necessary to insist and develop the executive dominance model to dissolve the tension between executive dominance and weak Chief Executive and settle the political problems of Hong Kong at present.
