河北省钢铁企业实施清洁生产的策略研究

A Strategy Research on Implementing Cleaner Production in Iron and Steel Enterprises in Hebei Province

河北省是中国最大的钢铁生产基地,河北省钢铁企业面临的环境压力尤为突出,发展循环经济、实施清洁生产是钢铁企业降低能耗、减轻环境污染的有效途径。在认清河北省钢铁企业面临的环境形势下,介绍了河北省钢铁企业清洁生产工作的发展现状,剖析了存在的问题和原因,在完善立法、加强执法、健全激励机制、加大宣传和培训等方面提出了可行性对策,以期对河北省钢铁企业实施清洁生产有所裨益。

Hebei Province is the largest production base of steel and iron where the iron and steel enter- prises are particularly under prominent environmental pressure. Developing circular economy and cleaner production is an effective way to reduce the energy consumption and environmental pollution. On the basis of giving a clear picture of the environmental situation, this article introduces the current development of cleaner production in iron and steel enterprises in Hebei, analyzes the existing problems and reasons, and points out some feasible countermeasures such as perfecting legislation, strengthening law enforcement, completing incentive mechanism and strengthening the publicity and training, which can contribute to cleaner production of these iron and steel enterprises in Hebei.
