Literature Review on Public Cultural Service System in China in Recent Decade

中共十七届五中全会公报提出"基本建成公共文化服务体系"。中共十八大和十八届三中全会再次强调了加强现代公共文化服务体系建设的重要性。加强现代公共文化服务体系建设意义重大,既涉及社会主义核心价值观和道德建设,又关系到民族精神、国家长治久安和核心竞争力。目前,国内理论界和学术界从公共文化服务体系的基本内涵与特征、主要内容与意义、相关问题与对策、体制改革与机制创新等不同层面展开了研究,拓宽了公共文化服务体系建设研究视野。然而,构建现代公共文化服务体系,加快推进基本公共文化服务标准化、均等化、全覆盖还需进一步深入研究。

The Communique of the Fifth Plenum of the 17th CPC Central Committee proposed the establishment of basic public cultural service system. The 18th and the third plenary session of the 18th communique once again stressed the importance of strengthening the construction of the modern system of public cultural services. It is of great signifi-cance, relating not only to the construction of socialist core values and morals but also to the national spirit, national se-curity, and the core competitiveness. At present, the domestic researches on its basic connotation and characteristics, main content and significance, related problems and countermeasures, system reform and mechanism innovation have been conducted. They broaden the horizon of research on public cultural service system. However, to build the modern system of public cultural services, accelerate the standardization and equalization of basic public cultural services, further and more extensive researches are still needed.
