发达国家促进财政科技研发投入的经验与借鉴

The Experience and Reference of Promoting R&D Investment of Science and Technology Finance in Developed Countries

由于科学技术是经济社会发展中最活跃、最具革命性的因素,国家对财政研发的投入显得尤为重要。对比发达国家的政府财政科技投入体系,找出制约我国科学技术发展的政策因素,并借鉴发达国家的政策投入经验与政策,针对我国现行的财政科技投入实践提出对策和建议。

Because science and technology is the most active and revolutionary element in economic and social develop- ment, the national investment in R ＆ D is particularly important. This paper makes comparison with finance technology in- put system of developed countries, identifies factors of restricting the development of Chinag science and technology policy, takes reference from policy inputs advantages of developed countries, finally puts forward countermeasures and suggestions for our practice of current financial technology.
