Implementing the Economic Reform by Running the Country in Accordance with the Law

按照马克思主义关于法的理论,法是上层建筑,它是由经济基础决定的,并为巩固和发展经济基础服务。不同社会,法的根本性质是不一样的。在我们社会主义国家里,法应该服从于人民的利益,是为人民利益服务的。当前,把依法治国贯彻到经济改革中去是一项迫切的重要任务,宪法对我国基本经济制度的规定是我们党长期探索的结果。实践证明,宪法规定的我国社会主义初级阶段基本经济制度是正确的,它既符合马克思主义基本原理,又符合我国社会主义初级阶段的实际。

In terms of the theory of Marxism, law, as a part of the superstructure, is determined by the economic base. Further- more, it consolidates and develops the economic base. The fundamental nature of law varies in different societies. In our socialist countries, law, made to serve the people, ought to be obedient to the people＇s interests. At present, it is an urgent task to put in- to the economic reform by running the country in accordance with the law. Constitution as a limit to our eountry＇s basic economic system is the result of long exploration of our party. Practice has proved that such an economic system stipulated by the constitu- tion in the first stage of our socialism is a correct one conforming not only to the basic principle of Marxism, but to the practice in the first stage of our country＇s socialism.
