上海自由贸易试验区建设与长三角社会组织发展创新机制研究

本研究需要聚焦上海自由贸易试验区建设如何正确处理社会治理中政府治理和社会自治的关系,实现有效的社会整合。上海自由贸易试验区建设需要改变传统的以自上而下管控为特点的"治理"理念,摒弃单一的行政管控手段,转变为一种强调国家与社会合作共治的"社会治理"新理念。当代上海自贸区的社会组织治理应包含双重视角:第一,上海自贸区地方政府与监管部门从社会管理到社会治理的转型过程;第二,上海自贸区社会组织自身从草根化到专业化的自我规范化治理与组织创新过程。社会组织的发展应该立足社区发展与社区建设,植根市场经济土壤,自觉接受政府监管与大众监督,合法透明,通过政策引领、组织创新、网络互动、民主参与实现可持续发展。

This research focus on China （Shanghai） Pilot Free Trade Zone construction tests how to cor- rectly handle the relationship between social gover nance and social autonomy, to achieve effective social integration.
