宁波无居民海岛保护性开发模式探析

海岛作为沿海地区发展的重要组成部分,开发模式的选取至关重要。本文以宁波无居民海岛为研究对象,对海岛分类开发模式进行了探讨,分析了宁波无居民海岛的资源特性和当前开发中出现的问题。在此基础上,本文对宁波无居民海岛分类开发模式进行选取,分别探讨了旅游开发模式、仓储利用开发模式、农牧业利用开发模式、渔业生产利用开发模式。分析结果认为,对宁波无居民海岛开发建设的监管管理、强化保护性开发的硬件支持与建立灵活高效的行政管理模式综合作用形成了无居民海岛开发建设的保障体系。

With the increase of marine development activities, there are deeper and wider uninhabited is- land exploitations in Ningbo. Therefore, the govern- ment＇s policies are rather important. But there are still problems like imperfect mechanism of develop- ment, insufficient administrative examination and ap- proval process, and unscientific management policy. In view of the current situation, Ningbo City Hall policy trends in the future should mainly focus on four as- pects： firstly, examination and approval management policy should be clear, second is to establish the pol- icy system to protect uninhabited islands, the third is to implement reasonable fiscal and tax policy, the fourth is the construction of financial policy.
