通用航空经济发展的首要驱动因素是机场的先行投资建设。河南通用航空经济滞后的根源也正是源自通用航空机场的"短板",其中主要原因在政策法规层面。然而,在河南建设一批布局合理、规模适度、功能各具特色的通用机场却有着一系列独特的优势。基于此,提出了一些针对性建议和对策。

General airport is the primary driver for Henan to develop general aviation economy. However, the air ports are rare in Henan mainly due to policies and regulations. Factually, it is feasible for Henan to set up a batch of general ports that have reasonable layout, moderate scale and various functions, Thus, at the end of this article some countermeasures are put forward for the government as a reference.
