Quanzhou shoes and apparel industry which has experienced rapid growth , is now facing the development bottle-necks.Under the background of start a new undertaking , it is imperative for the industry to transform and upgrade .Through the SWOT analysis of Quanzhou shoes and apparel industry , it finds that that transforming and upgrading of the industry is an opportuni -ty and challenge .The paper puts forward some specific strategies based on the businesses , the middle organizations and the govern-ment .
