云南省德宏州2013年艾滋病防治经费支出评价

Evaluation of AIDS spending in Dehong prefecture of Yunnan province in 2013

目的对云南省德宏州2013年艾滋病防治经费的支出情况进行测算和评估。方法通过现场调查收集德宏州及所辖芒市、瑞丽市、盈江县、梁河县、陇川县2013年经费支出和接收物资的使用情况,并查阅2010年已发表的国家艾滋病经费支出评估(NASA)结果,利用NASA的方法进行数据的录入和分析。结果德宏州艾滋病防治经费支出总量为48 877 974元,筹资来源按支出数量排序,由多到少依次为中央财政、地方财政、国内科研课题、国际合作项目及自筹经费。医疗系统支出25 001 762元,占51.2%;疾病预防控制系统(简称疾控系统)支出14349 109元,占29.4%;卫生局系统支出5 032 080元,占10.3%;妇幼系统3 731 693元,占7.6%;社会组织系统支出497 779元,占1.0%;多部门支出265 551元,占0.5%。治疗与关怀领域支出23 254 192元,占47.6%;预防领域支出14 315 721元,占29.3%;项目管理领域支出7 331 910元,占15.0%;人力资源领域支出3 922 601元,占8.0%;孤儿和脆弱儿童领域支出53 550元,占0.1%。2013年国际合作项目经费投入876 296元,远低于2010年的4 501 522元;2010年国际合作项目投入医疗系统、疾控系统、卫生局系统、妇幼系统和社会组织系统,2013年则只投入疾控系统、社会组织系统和卫生局系统;德宏州国际合作项目经费2013年和2010年均用于预防、治疗与关怀、孤儿与脆弱儿童、项目管理、人力资源5个领域。结论德宏州2013年艾滋病经费投入主要为中央财政,随着国际合作项目的退出,应设法加大各级财政及自筹经费的支持力度。

Objective To measure and estimate the HIV/AIDS spending in Dehong prefecture,Yunnan province in 2013.Method Questionnaire was used to collect HIV/AIDS spending information from Mangshi,Ruili city,Yingjiang county,Lianghe county and Longchuan county.National AIDS Spending Assessment（NASA）2010report was reviewed to obtain its method for data entry and analysis.Result The total HIV/AIDS spending in Dehong prefecture is 48 877 974 CNY and from more to less came from central/local governments,domestic research grants,international cooperation projects and self-mobilization.Spending in the systems of Medical Care,Center for Disease Prevention and Control（CDC）,Health Bureau,Women and Children Care,NGO,and Multi-sectors are 25001 762CNY（51.2%）,14 349 109CNY（29.4%）,5 032 080CNY（10.3%）,3 731 693CNY（7.6%）,497 779CNY（1%）and 265 551CNY（0.5%）,respectively.Spending in the areas of treatment and care,prevention,project management,human resources,orphan and vulnerable children（OVC）are 23 254 192CNY（47.6%）,14 315721CNY（29.3%）,7 331 910CNY（15%）,3 922 601CNY（8%）and 53 550CNY（0.1%）,respectively.In2013,international cooperation projects invested 876 296 CNY,which was much less than the 4 501 522 CNY in2010.In 2010,international cooperation projects covered systems of medical care,CDC,Health Bureau,Women and Children Care,and NGO.However,it only covered CDC,NGOs and Health Bureaus in 2013.In terms of service areas,international cooperation projects in Dehong covered prevention, treatment and care, OVC, project management and human resources in both years.Conclusion In 2013, HIV/AIDS funding in Dehong prefecture mainly came from central government.As international projects are ending,more efforts should be made to increase investment from all level governments.
