印度“德里模式”对实现我国基本药物制度总体目标的启示

Inspiration of India “Delhi”mode to realize the goals of national essential drug system

国家基本药物制度是世界卫生组织(WHO)向其成员国倡议的一项重要制度,我国自2009年8月正式开始实施国家基本药物制度以来,虽然提前完成了基本药物制度基层全覆盖等阶段性目标,但距离总体目标仍然有很大差距,主要是在基本药物目录遴选、招标采购及配送、廉价药品的生产和供应等方面仍然存在着诸多问题。本文通过对印度"德里模式"的分析介绍,为我国如何提高药品的可获得性、保证药品的可支付性、促进药品的合理使用等方面提出意见和建议。

National essential drug system is an important system, World Health Organization （WHO） initi- ative to its members. Since the implementation of country basic drug system has officially started in august 2009 in China, although stage target of grassroots all cover was finished, there is still a large gap from the overall goal. Mainly there are still many problems, such as the list of essential drug directory selection, and bidding procurement and distribution, and low-cost production and supply of drugs. In this article, the India ＂Delhi model＂ was ana- lyzed for how to improve the availability of drugs in our country, to ensure affordability of drugs, and promote the rational use of drugs and other aspects. Opinions and suggestions were put forward in these aspects.
