From the System, Organization to Ability: the Development and Rethink of Chinese Villager Autonomy Realization Way——The Survey of Three Samples of "Village Governance Experiment"

村民自治制度是实现基层民主的一种有效方式。但实践中所凸显出的制度困境、组织障碍、能力不足等问题,使村民自治遭遇了发展性障碍。唯有制度、组织和能力的相互配合,才能共同托起村民自治这一平台。本文基于对三个有代表性的"村治实验"样本的观察,分析村民自治不同的实践形式及其特点、功能和局限,为探索新时期村民自治的有效实现形式,提供了可资借鉴的实践路径。

Villager autonomy is one of effective realization way of grass-roots democracy. However,the problems of institutional dilemma, organizational barriers and inability existed in practice make the villager autonomy suffer from developmental obstacle. Villagers＇ autonomy platform needs to cooperate between system, organization and ability. Based on the survey of three representative samples of ＂village governance experiment＂, This paper analyzed the characteristic, function and limit of villager autonomy different realization way, and provided practice approach to explore effective realization way for villager autonomy at new age.development of grass-roots democracy, path can learn.
