通过研究林权权利人所占有森林资源的非排他性收益和排他性收益两者之间的关系,阐述了林权权利人为增加排他性收益,产生对森林资源排他性收益的深远影响。指出了要调节林权权利人排他性收益和非排他性收益两者间的矛盾,只有争取国家对非排他性林权权利人收益的更大政策支持,充分调动林权权利人的积极性,才能为社会提供更多的非排他性收益(公共产品)。

Through the analysis of the relationship between forest resource＇s non--exclusive revenue and exclusive revenue occupies by the holder of forest rights, the article illustrates that in order to gain exclusive revenue, the holder of forest rights leaves the profound impact on forest resources. To adjust the contradiction between non-- exclusive revenue and exclusive revenue, the strive for greater national policy support for non--exclusive revenue occupied by the holder of forest rights is the only way which can fully mobilize the enthusiasm to provide more non-- exclusive revenue for the society （public product）.
