明晰的产权关系是优化资源配置的基础,是决定集体建设用地能否流转的前提。目前我国农村集体建设用地流转违规现象严重,隐形市场活跃,政策法规与地方实践冲突,政府行政干预过多,原因就在于没有合理处理好政府与市场的关系。鉴于此,促进农村集体建设用地的合理流转,需通过转变基层政府在土地流转中的职能,建立一体化的城乡土地市场作为集体建设用地流转的平台。
