中美印农业资产投资比较研究

A Comparative Study of Agricultural Assets Investment between China,the US and India

通过对比分析美国、印度与中国的农业资产投资目标、投资主体与项目、投资评价,认为中国政府可以借鉴美、印的经验,加强农业基础设施建设,提升农业综合生产能力,加大对农业的投资和补贴力度,通过投资立法,约束、规范政府农业投资行为,利用投资手段,实现农业计划目标,改革农业部门职能,强化农业投资调控。

A comparative analysis conducted on China, investment objectives, the investment subjects and projects the US and India in terms of agricultural assets and investment assessment contributes to our belief that the Chinese government should draw on the experiences of the US and India to enhance the construction of the agricultural infrastructure, improve agricultural comprehensive production capacity, increase investment and subsidies to agriculture. Efforts should be made to constrain and standardize the behaviors of the govemment investment in agriculture through investment legislation, implement agricultural planning goals, reform the agricultural sectors＇ functions, and strengthen the agricultural investment regulation by means of investment.
