居民幸福感视角下的政府绩效研究——以乌鲁木齐市为例

Study of Government Performance in the View of Citizens'Happiness——Taking Urumqi City as an Example

文章以乌鲁木齐市为例研究居民幸福感视角下的政府绩效水平,探讨2者之间的关系。运用DEA分析方法评价政府公共服务行为的效率,得出在2000~2012年乌市政府绩效呈现下降的趋势,主要是由于规模效率水平的下降所导致的结论。之后分析政府绩效水平的影响因素,研究显示,地区生产总值与居民幸福感之间具有显著的正向关系;政府税收与居民幸福感之间具有显著的反向关系;城镇居民人均可支配收入与居民幸福感之间呈现反向关系。研究政府绩效水平有利于政府为提高居民幸福感而有效提供公共服务。

The paper studies government performance level under the perspective of the residents＇ happiness about Urumqi city, and explores the relationship between them It evaluates the efficiency of the government＇s public service behaviors with the method of DEA, and the conclusion is that the government performance showed a downward trend in the periods of 2000-2012, which mainly caused by the decline of scale efficiency＇s level. Then it analyzed the influencing factors of the level of government performance. We draw conclusions that there existed a significantly positive relationship between GDP and residential well being, and a significant inverse relationship between government revenues and residential well-being, urban residents＇ per capita disposable income and subjective well-being also reflects a reverse relation. Studying the level of government performance can be beneficial for our government to supply public service effectivdy so as to improve the residents＇ well-being in Urumqi.
