新疆特色果品产业资源禀赋及区域比较优势研究

Regional comparative advantages of characteristic fruits as industrial resources endowment in Xinjiang

利用2004-2013年相关数据,从新疆特色果品产业发展所具有的资源禀赋优势入手,通过与全国14个果品主产省份比较,利用资源禀赋系数、显示性比较优势指数和显著性比较优势指数,测算分析新疆特色果品产业的区域比较优势。结果表明:与全国14个果品主产省份相比,新疆具有明显的资源禀赋优势、显示性比较优势和显著性比较优势。从新制度经济学节约交易成本的产业链角度分析了新疆特色果品产业区域比较优势的影响因素,指出其特色果品产业发展受资源禀赋、经营模式、科技进步和市场环境等综合影响,并提出相应的对策建议:(1)加快基地建设,建立优势产业带;(2)以点示范,推进标准化、产业化生产;(3)强化市场服务,培育与做大做强品牌;(4)开拓物联网、电商营销平台,打造便捷高效的监管销售渠道。

The resource endowment advantage indexes in industrial development of characteristic fruits in Xinjiang during between2004 and 2013 are compared with those in the other 14 fruit-producing provinces,and the resource endowment indexes,revealed comparative advantage indexes and significance comparative advantage indexes are applied to calculate the regional comparative advantages of characteristic fruits industry in Xinjiang. The results show that compared with the 14 other fruit-producing provinces,Xinjiang has remarkable resource endowment advantage,revealed comparative advantage and significance comparative advantage.From the industrial chain perspective of lowering transaction costs in the new institutional economics,the factors affecting the regional comparative advantages of characteristic fruits industry in Xinjiang are analyzed,and it is concluded that the characteristic fruits industry development is comprehensively affected by resource endowment,management mode,progress of science and technology,and market environment,thus countermeasures are proposed as follows.（ 1） Speed up construction of the base to establish superior industry belt.（ 2） Strengthen the demonstration to promote the standardized and industrialized production.（ 3） Strengthen the market service to develop brands.（ 4） Build the internet of things（ IOT）,e-commerce marketing platform to create a convenient and efficient supervision and sales channel.
