天津农村创新能力分析与发展策略

Analysis and Development Tactics to Rural Innovation Ability of Tianjin

创新能力日益成为支撑地方经济增长,提升区域整体竞争实力的重要因素。农村地区要想实现跨越发展,必须培育和提升其创新能力。在对农村创新能力概念界定的基础上,全面分析了天津农村创新能力建设现状。结果发现,天津农村创新能力持续提升面临诸如创新资源要素投入不足、创新主体欠缺、创新制度环境有待改善、科技支撑能力不强等诸多现实困难与问题;针对性地提出加快天津农村创新能力提升的配套措施。

Innovation ability has increasingly become an important factor in process of regional economic growth and whole competition promotion. It is necessary to cultivate and promote innovation ability on achieving the great-leap-forward development of rural areas. Based on defining of rural innovation abihty, this paper comprehensively analyzed the current status in Tianjin. The result showed that rural innovation ability was facing some practical ditticulties. They were lack of resources, fewer innovators, incomplete system and soft environment, low technical support and so on. In the end, it put forward some corresponding measures to speed up rural innovation ability promotion.
