明确集体林权流转是指林地经营权、林木所有权和经营权的流转,不涉及林地用途的变化,也不涉及林地所有权的变化。从流转规模、方式、途径、对象四个方面介绍了我国集体林权流转现状;比较了农民流转林地和耕地行为的不同;阐述了近年来我国林权流转发展趋势,提出了相引影响和鼓励林权有序流转、规范林权流转公共服务制度、建立健全林权流转规范管理制度、加强林权管理和服务能力建设等建议。

This paper intro- duces the situation of collective forest tenure transfer from scale, way, channel and object four aspects; Compared the farmers behavior of transferring forestland and farmland; expound the development trend of collective forest ten- ure transfer in recent years, and put forward related suggestions such as influence and encourage forest tight transfer and regulate the circulation of forest right system of public service, strengthening the construction of forest rights management and service ability and so on.
