工程项目全生命周期环境管理的探讨

工程项目的可交付的产品和服务以及项目全生命周期各阶段的活动中的环境因素对环境的影响具有阶段性、连续累积性和综合性等特点。工程项目的环境影响必须从全生命周期各阶段和全过程来考虑,进行有效的管理,实现有利的环境影响,减少或避免不利的环境影响。本文针对水利工程项目的开发策划、实施和使用三阶段构成的全生命周期的产品或结果、活动和服务中的环境因素的识别、评价和管理模式进行分析和研究,为提高工程项目环境管理水平提供一定参考和借鉴。

Environmental factors of the facilities and services of projects and project life cycle activities in various stages on the environment have periodical, continuous cumulative and comprehensive features. Environmental impact of the project must be considered from various stages of the life cycle and the entire process to fulfill effective management, so as to achieve a favora-- ble environmental impact, and reduce or avoid adverse environmental impacts. This paper analyzes and studies the identifica- tion, assessment of environmental factors and management model in the development of water conservancy project planning, the implementation and use of the full life cycle consisting of three stages of product / results, activities, and services to improve the level of environmental management of the project.
