A Study on Safety Supervision Mechanism of Detention Center——A Case of Escape in Heilongjiang Detention Center

在押人员脱逃事件凸显出了看守所监督力度差、法律规范得不到有效执行、警察业务素质不高等问题。因此,加强看守所监督能力、保障看守相关法律的有效实施、提高看守所警察业务素质,是完善看守所安全监管机制的必要举措。

The case of escape of detainees reflected the fact that supervision of detention center and professional quality of police was poor, laws and regulations were not effectively put in place. Therefore, It is necessary to strengthen supervision ability, ensure effective implementation of relevant laws and improve professional quality of police in promoting safety supervision mechanism of detention center. When reporting the news of those cases, some media used word of ＂breakout＂, confusing ＂escape＂ and ＂breakout＂. Actually both of the words belong to different competent authorities, from the organizational system of detention center and prison in China. unconvicted prisoner and prisoners awaiting sentencing are only detained in detention center, the behavior of their fleeing is called ＂ escape＂ instead of ＂ breakout ＂. Behaviors of fleeing from prisons can be called ＂breakout. ＂
