贵州省林业产业地位变动及其产业结构效益分析

Status Changes and Structure Benefit Analysis in Forestry Industry of Guizhou Province

2008-2012年,贵州省林业产业总产值的增长速度和林业产业平均增长率相对全国来说都比较低,林业产业吸纳劳动力的能力在逐渐减弱,对全国的贡献呈逐年下降的趋势,林业产业固定资产的投入严重不足,而且还有大幅下降的趋势。贵州省林业第一、三产业发展良好,第二产业发展势头不是太好。贵州省林业第一产业就业人数所占比重严重偏高,并且还有上升的趋势;第二、三产业就业人数所占比重严重偏低,并且还有下降的趋势。贵州省林业第一产业比较劳动生产率低于其他产业,林业劳动力会向第二、三产业转移。剩余劳动力的转移,有利于改善林业资源的配置,在一定程度上缩小了产业结构的偏差,对林业产业比较劳动生产率的提高、优化调整林业产业结构起到了促进作用。根据对贵州省林业产业在全国林业的地位变动及产业结构效益的分析,建议贵州省对林业产业进行有效发展,并通过林业资金的合理性投入来支撑林业产业的快速发展。

From 2008 to 2012, the growth rate of total output value and the average growth rate of forestry industry in Guizhou Province are relatively low compared with the national average. The forestry industry＇s ability of absorbing labor force is decreasing, and its contribution to the country showed a downward trend year by year. There is a serious shortage of investment in fixed assets of forestry industry and showed the significant declining trend. The primary and the tertiary forestry industries developed fairly well in Guizhou Province, but the secondary industry relatively poor. Compared with the high proportion in primary forestry industry employment with an upward trend, the secondary and the tertiary industries employment proportion is relatively low and there is a downward trend. Because the primary industry of forestry in Guizhou province has a less labor productivity than other industries, forestry labor force will shift to secondary and tertiary industries. The transfer of surplus labor force could improve the allocation of forest resources and narrow the deviation of industrial structure in a certain extent, which may play an important role of forestry industrial comparative labor productivity improvement and optimization in the adjustment of industrial structure of forestry. According to the analysis of status of Guizhou forestry industry in the national forestry and changes of industrial structure benefit, we suggested to develop forestry industry effectively, and support the rapid development of forestry industry through the rationality of the forestry funds investment.
