环境友好型技术、政策的全球性横向和纵向扩散,是全球能源加速转型的表现之一。其中,政策、市场和创新各因素之间相互作用,并构成扩散过程的促动机制。本文从多层治理视角出发,分析国际层级、国家层级和次国家层级上政策、市场和创新的相互强化以及层级之间各因素的相互作用,旨在阐释全球能源转型过程中呈现出的跨地域性生态现代化效应,并彰显政策、市场和创新在能源转型中的重要作用。

The horizontal and vertical diffusion of environment-friendly technologies and policies describes the reinforced global energy transition,during which,interacted policies,markets and innovations act as reinforcing mechanisms to the diffusion. This article analyzes the mutual reinforcing policies,markets and innovations which interact with each other not only within,but also across the international level,national and sub-national level from a multi-level governance perspective,aiming to present the trans-regional eco-modernization effect through the energy transformation,and emphasizes the important role policies,markets and innovations play in the process.
